The accept_local kernel parameter did the trick, thank you Dennis. However what's interesting is that the rp_filter value is zero and everything is functioning correctly. net.ipv4.conf.vlan2.rp_filte

For a while now there is a setting /proc/sys/net/ipv4/conf/*/accept_local that should solve this at least in theory: accept_local - BOOLEAN Accept packets with local source addresses. In combination
