I don't have access to the public router so I have tried using shorewall on the loadbalancer, where I have managed to redirect public ip traffic maybe i'm missing a certain rule, not sure. in between

Why don't you make the VIP your public IP? Then, change all the realserver's loopback device's IP (the one you created) to the VIP. You don't need iptables rules for LVS-DR. Then make sure you read t
