I have just confirmed the above.  Using snoop(1M) from another system to
monitor the IP traffic shows that after:

    ippfvsadm -A -t 192.168.1.10:21 -R 127.0.0.1:21

attempting an ftp connection produces several of these:

          client -> master       FTP C port=1115

but no corresponding reply from master to client.  The connection
eventually times out ...
