Here is a trick to replace tunl0 with dummy0 device.
    Enable the Tunneling protocol in the kernel and configure
    to an unusable private IP address on the tunl0 device to
    load the IP Tunneling protocol. Finally, configure the
    VIP address on the dummy0 device.
