The only reason is that I just introduce persistent port zero service, in
order to solve that when client accesses one virtual service and the other
virtual service, and they can be directed to the same real
server. Persistent port zero uses the persistent template like <cip, 0,
vip, 0, rip, 0>.

Non-persistent port 0 will have different processing, which will introduce
a little overhead in service lookup.
