failover loadbalancer doesn't loadbalance!

I have a 2 loadbalancers one primary and one for failover. this works with
heartbeat.
so if i shutdown the primary loadbalancer then the backup loadbalancer
kick's in that works just fine.
But only one thing goes wrong.

This is the normal on the primary loadbalancer

But if the backup loadbalancer come's up wel see it for your self.
any ideas??
