May sound dumb -- but did you start the sync daemon on each end?
need to run:
on the master:
ipvsadm --start-daemon master
on the slave:
ipvsadm --start-daemon backup
and you may need to specify the interface.
Debian's init scripts do have a way of doing this automatically.. you
enable ipvsadm on startup, but don't actually have it run any rules.
