        Then contact Redhat. IPVS has nothing to do with ARP.
There are two possibilities:

1. You are missing some definition which leads to ARP reply
2. The kernel has bug in replying ARP

        You can ask the program authors what they do with ARP
and then you can search for evidences in your box.

        I think, you are missing something. May be you have to start
patching the kernel? You can add some printks in net/ipv4/arp.c,
arp_process()
