zombie user process in real-servers

Hi,

We have this peculiar problem on our real-servers,
Even after the users have logged out there processess continue to run in
the background and hogg the CPU,
I had initially mailed regarding vim, but it was problem with vim itself
as luckily guided from this list.

But the problem is with most of the processes, such as
load average 5
30290 xxxnta    16   0  145M 139M   924 R    99.9 13.9  1455m   1 maxmin
11894 prxxxm    20   0  6052 4084  3988 R    34.5  0.1  1707m   0 scilex
30677 rexxxm    20   0  4752 3716  3624 R    34.5  0.1  1652m   0 scilex

(maxmin is a user generated executable. scilex is scilab based program)
And it gets worst with pine (pine may have the issue of locking)

Why is that even after logging off the user process are being held by the
system.
Is there anyway i can limit this if not avoid it, w/o having any issues at
the user end.
