I guess that as lvs already keeps some rate information for each
real server (on a per virtual-service) basis, you could use that data
to implement your idea. However it wouldn't take into account any other
packets that the box might be handling.

This probably leads you to needing to get feedback from each real-server
on how busy it is. Which is along the lines of what feedbackd does.
(Though I'm not sure what state feedbackd is in.)
