finally everything works well with 2.4.24-etchnhalf-amd64 kernel image.

I suggest you can add this into the HowTo or FAQ  that in 2.4.18 (in case of 
Debian 4.0) something related to ICMP and GRE MTU is broken, so this torture 
can be avoided in the future.

If I´ll  find some free time next week maybe I can write a few sentences about 
this for you.
