Alright, maybe some progress.

the strace on in.rlogind (strace -pf <xinetd PID>)  shows the hangup on
connect(0, {sa_family=AF_INET sin_port=htons(113) sin_addr(DIP)},  
128)       -   typed, so probably not perfect.

I think this may be associated with ident issue.   As I recompiled  
xinet without libwrap, I assume the request is coming from in.rlogind.

Do the 2.4 instructions apply to RHEL5.2?  Any other advice?
