I think you have to set arp_announce to 2 as described in 
http://www.austintek.com/LVS/LVS-HOWTO/HOWTO/LVS-HOWTO.arp_problem.html#2.6_arp
echo "2" >/proc/sys/net/ipv4/conf/eth0/arp_announce
