True. It seems to me that the libnl3 work have not been fully completed.
And the reason Simon send the "Allow override of CFLAGS", which allowed
him to compile with libnl3 via:
make CFLAGS='-I/usr/include/libnl3' LIBS='-lnl-3 -lnl-genl-3 -lpopt'
