The accept_local kernel parameter did the trick, thank you Dennis.
However what's interesting is that the rp_filter value is zero and everything
is functioning correctly.
net.ipv4.conf.vlan2.rp_filter = 0
net.ipv4.conf.vlan2.accept_local = 1
