Should the gso_type really be __tun_gso_type_mask() | SKB_GSO_UDP_TUNNEL.
It seems tome that SKB_GSO_UDP_TUNNEL would be more appropriate.

Also, should there be a mechanism to enable cums in the outer header,
and thus use SKB_GSO_UDP_TUNNEL_CSUM?
