identd doesn't delay connects with Linux 2.4

An observation (can't see anything relevant on google)

With the only change in a real-server being the change from 2.2.x to 2.4.x,
I notice that connects by identd controlled services are no longer delayed.
(I watched it with tcpdump, but didn't have anything being logged at the time)
