Is this normal behavior?

I set up a test server using Horms IPchains method of dealing with the ARP
problem. But when testing the machines, they work with or without setting up
the IPChains rules. My setup is all on linux 2.2.18 kernels and I am only
dealing with Apache. I would think this shouldn't work at all, because there
is nothing on the real servers that would give any indication it should
accept the VIP.
