        My knowledge stops here. What I know is that some ftp
servers have port range definition(s) in their config files. They
allocate ports only in this range. You should be careful. OTOH,
the kernel automatically allocates ports in the ip_local_port_range.
Look in net/ipv4/af_inet.c:inet_bind()
