dummy0 doesn't work for tunl in 2.2 kernels and presumably 2.4 kernels (but 
does in 2.0).

they're different devices, like ppp0 and eth0 are different devices.

I'd say you didn't put successfully put it on dummy0 then.
No-one has tried it with tunl0. I would expect it will
work, but since no-one has tried it, we still don't know yet if it works.
