No, that is not true. They didn't branch LVS, they just created their own GUI
frontend, which has some limitations. (And there own mailing list, yes ;-)

Red Hat is pretty good about "not branching" mostly, and if you have multiple
thousand packages to maintain, it of course happens that a patch or two are
not send back to the maintainers immediately; but I would not wish to see the
colleagues at Red Hat accused of branching LVS.

What you were thinking of are Turbo Linux who did that; they took LVS without
giving credit and then, when we complained, "rewrote" a less capable LVS-like
kernel patch without contributing anything back.
