about LVS + heartbeat

I have installed a LVS with two RedHat(2.4.18)+lvspatch+ipvsadm,and then 
I installed the heartbeat software in two computer,configured the 
ha.cf,authkeys and haresources.the configuration is:
Pri:192.168.1.221 clustera
Sec:192.168.1.220 clusterb
Vip:192.168.1.222 
ha.cf:    udp   eth0
          udpport       694
                node    clustera
                node    clusterb
authkeys:auth 1
          1     sha1    hi
but when I started them ,I found they can not heard each other,so they 
set themself to active? and I can not find the udp port started in each 
computer with netstat -u.
Who can tell why?        
I use heartbeat 0.4.9.1
