If you have your Linux Director (LVS) set up such that servers are
removed from the LVS kernel table if they become inaccessable
- for example using ldirectord, mon or keepalived. And your Real Servers
(Apache) stop accepting connections because they have reached some limit
(or for any other reason). Then the Linux Director will end up sending
the packets to the failback host (usually localhost) if you have one
set, or start dropping new connections if you do not have one set.
In general, the situation you describe is one where you setup cannot
handle a specified ammount of load. There is no magic that LVS can
produce to make 3 apache servers that can handle 100 connections each,
suddenly handle more than 300 connections.
