If you get PI (Provider Independent) IP space from ARIN, then you should
be able to use it at whatever data center you please - you just need to
convince your data center to let you announce your prefix; shouldn't be a
problem.
Even if you have a non-portable prefix from your primary colo provider,
you may be able to convince your secondary colo provider to let you
announce it through them. There's actually a rather interesting discussion
on NANOG right now regarding how to prove someone has a right to announce
space.. :)
