[ANNOUNCE] ktcpvs 0.0.15

Hi,

The ktcpvs 0.0.15 tar ball is available at the LVS web site. It just has
some code cleanup. We release this version, so that we start to work on
the ktcpvs 0.1.x development branch. The ChangeLog is as follows:
