the director only knows about the number of connections that it has sent
to the each realserver. If the realserver is running some CPU intensive
job(s), the director doesn't know.

the director doesn't know. 

Other programs are available (eg mon, feedbackd, ldirectord) which monitor
the state of the realservers which can be used to change the weights for
realservers with ipvsadm, in an attempt to compensate for unevenly
distributed loads on realservers
