Actually, this is Apache on Windows, so I supposed "apachectl restart" would do
the trick, but how does an RST do to an active connection? We are running
Oracle 9i AS on Windows, which is an Apache-based Java servlet server. This
might be a question for Oracle, I'm thinking.

You could restart IIS ('net stop w3svc, net start w3svc', if my memory serves
me). Restarting should also send a RST to any active connections.
