If you are certain ipvsadm is already needed then pass the option "--no deps"
with your RPM command.

the prob was that perl-LDAP was loaded. I removed it and installed
perl-ldap.it intalled fine..
now when i try to install the heartbeat-ldirectord it says failed dependency
and ipvsadm is needed by this.
I dont understand this because ipvsadm has already been installed and teh
director was setup with a virtual ip and real servers also added through
ipvsadm..i dont y it says ipvsadm is needed when its already present

It sound like you should use the perl-LDAP package (from Fedora core 4?)
instead of the perl-ldap package from Ultra Monkey. There are options
you can pass to rpm to rpm to force it to intstall.
Or you could install the .src.rpm, customise the .spec file, and
install the resulting binary rpms.
