Install a  new ethernet adapter using the "Microsoft Loopkback adapter": 
such a device does not answer to arp
queries.
Use the newly added device to assign VIP adresses.
Note that you cannot assign /32 netmask using the GUI but you have to 
assign
a "working" netmask ( i.e /24) and then use regedit to modify it.
