Thats at least 6 or 7 years old and was meant to get people started. I expect it's only for historical interest now.

yes Horms could put that in his configure script.

the 1480 byte solution is discussed in depth there. What's missing that should go in the HOWTO?

The preferred method seems to Ratz method of setting the MTU by route rather than by interface.
