What do you mean?

If you mean - is it possible to use RedHat's Piranha to load balance
multiple NTP servers so that they appear as a single instance to the
clients, then the answer has to be 'yes'. NTP is a single-port protocol,
so it'd be easy.

How you'd do it with Piranha is something you'd have to determine from
the Piranha documentation - not many people over here in LVS land have
much experience of it.

Also of note is that if you did do this you would have to ensure that
your NTP servers are sufficiently close in terms of their source
clock(s) or you'll see your clients drift around since they won't be
synchronising with a single source, but multiple. To them it'll look
like one clock that keeps moving slightly, and that's probably not what
you want.
