The -devel package is for development within the kernel environment. It
does not contain source code, only header files.
ip_vs.c lives with all the other kernel sources in a .src.rpm file found
in a separate "Source" CD or location. The file name will be something
like kernel-2.6.9-42.src.rpm (note it ends in .src.rpm rather than
i386.rpm).
