Ah.

Your problem is much more fundamental than networking - you have
differing VRIDs set in your configuration.

Each pair/set of hosts in a VRRP setup must use the same VRID -
virtual_router_id - for the same VRRP instance, or they will never sync.
The VRID is the key to your problem - make them both 240 and it'll work.
