Piranha is actually alive and well, being RedHat's default
implementation of HA/LB in their Enterprise products. Community support
does seem rather quiet.
However, have you tried keepalived? http://www.keepalived.org/
Inside keepalived you can have external, dynamic "health checks" which
could utilise feedback from a number of sources to assign dynamic
weights to realservers. Alternatively you can use similar procedures to
modify VRRP priorities.
I'm not personally aware of anything that will allow you to change
schedulers on the fly, though.
