I think I know what the problem is: there *is* a persistence entry, but
it is set to the failed/quiesced realserver. Because this is a new
connection (all UDP connections are "new" as they are stateless) there
is nowhere for the packet to go.
You probably need to do "ipvsadm -F" (which will clear all the config,
tables, templates) and start from a clean point.
