Change that subnet mask to 255.255.255.255 for starters, or the host
itself will think that all other hosts on the same subnet are local.
As for checking ARP, you need to verify the ARP cache on your gateway or
client to see which MAC address they think the VIP has. If it's that of
the realserver rather than director, you haven't solved the ARP problem.
