Just updating.
I did note that I goofed the VIP address (19(8).168.11.39 instead of
19(2).168.11.39). However, it still does not work. It seems the VIP is
never actually used when accessing the public IP. I found a clue here:

Aha! I need to add the VIP to the router/firewall that is between the
virtual server and the internet.
