round robin problem?

Hello, all.

I have operated 3 web server with lvs(roung robin like below)

$IPVSADM -A -t 211.xx.xx.xx:80 -s rr
$IPVSADM -a -t 211.xx.xx.xx:80 -r 100.100.100.3:80 -m -w 2
$IPVSADM -a -t 211.xx.xx.xx:80 -r 100.100.100.4:80 -m -w 1
$IPVSADM -a -t 211.xx.xx.xx:80 -r 100.100.100.5:80 -m -w 1

But when ipvsadm -L -n after some time,
only the number of the 100.100.100.3 server is so low in spite of the 
weight 2.
So I think that rr is not works well.
(lvs linux kernel is 2.4.20 and rr patch is included.and web sevrer is w2k)

TCP  211.xx.xxx.xx:http rr
 -> 100.100.100.5:http          Masq    1      441        952
 -> 100.100.100.4:http          Masq    1      411        917
 -> 100.100.100.3:http          Masq    2      255        802

Surely, when I change wlc instead of rr, this works well. but I don't want 
to use wlc because of some reasons. and I deleted all lists and restarted 
the ipvsadm, but after some times the results are alike.
What's the problem and how can I solve this problem?
