I see what you're saying.

Would you expect this to work if I used say the same TCP 9000 across 
several lo:0 intefaces? I tried that briefly already and didn't get it 
working but I can give it another shot.

Rules I am proposing:

ipvsadm -A -t 127.0.0.1:9000 -s rr
ipvsadm -a -t 127.0.0.1:9000 -r 127.0.0.2 -m
ipvsadm -a -t 127.0.0.1:9000 -r 127.0.0.3 -m
