Keepalived/Ipvs start delay

Hi,

Im ahving a strange problem whith ipvs if you do a /etc/init.d/keepalived 
restart it doesnt start for about 4 minuites but if you do a start stop it 
starts right away.  im not sure if anyone else is having this problem .  any 
suggestions on how to fix this problem would be great.  

ipvsadm v1.21 2002/11/12 (compiled with popt and IPVS v1.0.9)
Keepalived v1.1.6 (23/02, 2004) (patched)
