This means that the kernel IPVS code and ipvsadm do not match.
Which kernel are you running. If it is a RHEL kernel then
then their ipvsadm package should work, assuming you have the
lastest of both, though I personally have not verified this.

If you made your own kernel, by either patching <2.4.23
from kernel.org with LVS from linuxvirtualserver.org, or using 
>=2.4.23 from kernel.org, then you should use ipvsadm from 
linuxvirtualserver.org

ipvsadm-1.24 is for the 2.6 kernel.
ipvsadm-1.21 is for the 2.4 kernel.

To the best of my knowledge the LVS Project has not
released ipvsadm.1-29. Perhaps it is some custom RHEL thing?

You can check the version of ipvsadm you have by
running ipvsadm -v

As an asside. 

I have kernels and ipvsadm packages built for RHEL in
http://www.ultramonkey.org/download/2.0.1/rh.el.3.0/
