Assuming you're using DR, bind the FTP daemon to the VIP on the realserver and the VIP alone. That way it should initiate the outbound connections on the VIP, not the RIP, and you should be cooking.

ip_vs_ftp will only work in the NAT case, as the traffic goes back through the director (unless I'm very much mistaken).

Have a read of http://www.austintek.com/LVS/LVS-HOWTO/HOWTO/LVS-HOWTO.services.multi-port.html#ftp and pay particular attention to the persistence settings.
