TCP retransmissions and DUP ACK and FINs

I'm seeing a lot of TCP retransmissions, DUP ACK, and DUP FINs through
both of my LVS-based load balancers. It is effecting performance.
Sometimes it takes 10-15 seconds to display a page that should come up
in under a second. 
 
In one Ethereal trace, I had been surfing the web using FireFox on one
of the realservers. The trace shows 19 consecutive FINs from 2 different
source ports to port 80 on the Internet web server.
 
Has anyone else observed this sort of behavior?
