You can sniff the traffic going out of the second site on it eth 
interface, that can give you a clue.

If you see traffic exiting that interface, but never receives it on your 
client host, the traffic is filtered there.


BTW, it can be filtered at various levels, I mean the ISP AND it's 
upstreat transit/peering.
