You should also look at SNMP and the assorted monitoring tools:
http://www.mrtg.org/ is a good starting point, also "Cricket", of which I
fail to remember the homepage.

W/regard to a cluster, heartbeat carries the loadavg of every node in its
heartbeat packets too. (http://www.linux-ha.org/)
