Having sort of the same issue here as well. In this case when you shut
down pulse, nanny does not shut down itself or pulse fails to inform nanny
that it's services are no longer needed. Either way it requires a killall
-9 nanny in order to get nanny to follow pulse in the shutdown procedure.
I've been looking at the code for this but since I'm not a programmer of
any renowned skills I am having difficulty in isolating the section
responsible and thus create a solution.
