        The simple answer: your network size is broken:

198.144.167.161 is not in 198.144.167.96/27

        Because I'm already not sure what are your settings you can
check this mini-howto:

        Replace ipchains with iptables and make your tests to debug
the problem. It requires only starting traceroute from the real server to
the client. Nothing more :) And checking with tcpdump what happens.
