The problem appears to be with Linux J.
If it had a functional review process,
the article on LVS about a year ago would
have been sent back for extensive rewriting.
In academia, academics review publications for free
and nothing gets published without being reviewed by
two qualified people in the area. This doesn't stop
junk from being published, but it cuts down on the noise.
I'm sure Linux J would have no trouble finding qualified
people in the GPL world to review their submissions
if only it asked.
