I have had a look at my own 2.4.18 kernel configuration. IP Masquerading
lives under:

Networking options  --->
  IP: Netfilter Configuration  --->

  <M> IP tables support (required for filtering/masq/NAT)
  <M>   Full NAT
  <M>     MASQUERADE target support


All the LVS stuff should be under:

Networking options  --->
  IP: Virtual Server Configuration  --->
