Have you considered using a layer 7 load balancer, like KTCVPS?

I've only had a brief look through KTCPVS, but http-level load balancers are 
generally able to use cookie information to make scheduling decisions - in 
this case, at the start of the session you would insert a cookie to indicate 
the 'preference' for future requests. Of course, this would only work where 
cookies are enabled and accepted.

Just an idea..
